Purpose of the Workshop

Better statistics are needed to make good policies, to allocate scarce resources, to monitor progress, to evaluate our effectiveness and to make evidence-based decisions. But better statistics will be available only if national statistical systems are well managed and have the capacity needed to collect, compile, and disseminate the information in a timely manner. The Government of Jamaica (GOJ) is committed to developing a coherent system for providing quality and timely statistics that effectively meets the needs of users and can inform the development of capacity and institutional structures and systems to support development and poverty reduction. The UNDP supported project - “Support for the Development of a National Statistics System” is a critical first step in (1) establishing a statistical master plan which will serve as the medium-term business plan towards developing a sustained, coordinated National Statistics System, (2) identifying the gaps in the current statistical system with a view to sharpen the focus on capacity building (3) improve the mechanisms for collecting and compiling administrative data sets and (4) identifying, where possible, duplications of activities. The planned Public Sector consultation workshop represents one of the first critical elements in the commencement phase of the Project and aims to set the platform for stakeholder participation and contribution to the process of establishing a coherent coordinated National Statistical System and the interdependent formulation of a Statistical Master Plan. The participation of stakeholders is critical to the process of information gathering and knowledge generation needed to structure a coordinated national statistical system that is owned by the stakeholders and addresses the needs of producers and/or consumers of data.

Objective


The overall objective of the workshop is to explore and identify priority issues in data production and use, including the quality, institutional and capacity building components, as a first step in informing the Statistical Master Plan for establishment of a coordinated National Statistical System. The specific objectives of the workshop are: To promote participation in and awareness of the urgent need for the production and management of a sound statistical system in Jamaica To establish a platform for the promotion of an advocacy programme for the development of quality official statistics. Collect baseline data to inform the finalisation of the Statistical Production and Use Assessment Instrument for MDAs. Take stock of international good practices.
Expected Outcomes
The expected outcomes of the Workshop are: Through group discussions, knowledge will be shared about the management of a properly coordinated statistical system. Knowledge and experience sharing on practices and trends towards local, regional and international coordination and collaboration in improving the quality of official statistics. Identification of relationships between the respective MDAs in the National Statistical System, including roles and responsibilities and working towards modifying these. Identification of good/best practices and lessons learnt. The acquisition of relevant information to commence Gap Analysis Recommendation on the integration of statistical policy and statistics into policy development and planning, as well as monitoring and evaluation of national development outcomes and progress towards achieving local poverty reduction strategies and international obligations.

Targeted Audience
In keeping with project goals, objectives and expected outcomes of the workshop, the target audience include senior administrators and technocrats in Ministries, Department and Agencies (MDAs), the compilers/heads of units that prepare statistical information for release, Policy Advisors and representatives from donor and other international development partners.
